The Malaysia Ministry of Higher Education revised medical program admission requirements, effective October 29, 2024. The key change affects international students who lack SPM or O-Level credentials. They can now use Scholaro or ENIC NARIC to prove their foundation or pre-medical program meets GCE A-Level standard.
Here's a quick reference for the updated entry requirements by qualification type:
Qualification | Key Requirement | Programme Pathway |
|---|---|---|
Foundation/Pre-Medical | CGPA 3.0; min. grade C per subject | Varies by institution |
A-Level / STPM | Grades BBB, ABC, or AAC | Standard entry |
International Baccalaureate | 33 points overall; min. 5 per HL subject | January 2024 intake onward |
Australian/Canadian/NZ | 80% ATAR or Grade B equivalent | Standard entry |
Indian students | NEET pass; 70% average in science subjects | Standard entry |
Health/Applied Sciences degree | CGPA 3.0 (5-yr) / 3.3 (4-yr) | Degree holder pathway |
Arts/Humanities degree | CGPA 3.5 (5-yr) / 3.75 (4-yr) | Degree holder pathway |
What Scholaro Actually Does
Scholaro serves two distinct purposes, and mixing them up is a common mistake.
For admission to Malaysian medical programs, Scholaro produces a report confirming your foundation or pre-medical qualification equals A-Level standard. Standard reports take 3-6 business days. Instant self-reports are also available.
For students who later want to use their Malaysian degree in the US, Scholaro also evaluates Malaysian degrees for US university admissions and immigration purposes.
One important distinction: Scholaro only covers admission equivalency. If you plan to register as a practitioner in Malaysia, you need to go through ECFMG via EPIC, or DataFlow through MeRITS. Those are separate processes with different requirements.
Institutions must retain all equivalency documentation for accreditation audits.
Foundation and Pre-Medical Entry Requirements
Students applying through a foundation or pre-medical route must meet these minimum standards:
CGPA 3.0 in Biology, Chemistry, Physics, or Mathematics
Minimum grade C (GP 2.0) in each subject
Minimum 1 year completed at the same institution
A-Level, STPM, and IB Requirements
For A-Level or STPM applicants, accepted grade combinations in Biology, Chemistry, and Physics or Mathematics are:
BBB
ABC
AAC
The International Baccalaureate requirements changed in January 2024. You now need:
Minimum 33 points overall
Biology, Chemistry, and Mathematics at Higher Level
Minimum score of 5 in each Higher Level subject
Region-Specific Requirements
Australian, Canadian, and New Zealand programs You need 80% ATAR or an aggregate equivalent of grade B in Biology, Chemistry, and Physics or Mathematics.
Indian students Requirements are:
Pass the NEET exam
Average 70% in Biology, Chemistry, and Physics or Mathematics
If you are not a practitioner in India, you must provide a signed letter of undertaking
Entrance Examinations
Two Malaysian universities require institution-specific entrance exams in addition to your academic qualifications.
Monash University Malaysia requires the ISAT. Register directly through the ISAT website.
Universiti Malaya requires the MSAT. The application window for the 2026 intake ran from December 1, 2025, to January 16, 2026. Check the UM Faculty of Medicine site for future intake dates. Passing MSAT does not guarantee admission — shortlisted candidates are called for interview.
Professional Standards and Eligibility

All applicants must declare any criminal offences, serious illness, or communicable diseases at the time of application.
Disqualification applies if you have offences relating to harm to the human body, serious dishonesty, or a serious illness that affects your fitness to practice.
Essentials for International Students
Visa Apply through EMGS (Education Malaysia Global Services). The visa fee is RM3,000, with annual renewal required. EMGS coordinates your student pass application with the Immigration Department and the Ministry of Higher Education.
Post-graduation internship International students cannot complete housemanship in Malaysia. You need to arrange your internship in your home country before graduation. Plan this early — placement options vary significantly by country.
Transfer restrictions If you hold citizenship in Australia, New Zealand, the UK, Ireland, or an EU country, your transfer options are restricted to partner schools within the same Medical Council bloc.
Before You Apply: Key Steps
If you lack SPM or O-Level credentials, get equivalency documentation through Scholaro or ENIC NARIC
Check that your target program holds both MMC and MQA accreditation
Register for any required entrance exams (ISAT or MSAT where applicable)
Apply for your student visa through EMGS
Contact university admissions offices as early as possible. Requirements vary by institution, and some intakes fill quickly. For regulatory clarification, the Malaysian Medical Council is the authoritative source.
