Could a four year college degree and nine years of high school in Russia be considered equivalent to an American bachelors degree?

No... you have to add at least 2 years of university to get a bachelor in usa.

A US Bachelor's degree consists of 4 years of consecutive post-secondary education after completion of 12 years of high school. Thus, in order for a foreign degree to be equivalent to a US bachelors, it must consists of a minimum of four years of consecutive post-secondary education after completing Senior secondary school. In Russia, one completes Junior secondary education (incomplete) and goes on senior secondary school.

I have 3 years of Medical School done in Cuba. I completed the first two years which I believe it is the equivalent of Pre-Medical studies here. Are this considered an Associated degree and/or Bachelors degree?
